Deadline for in-service untrained teachers
ITANAGAR, Aug 17:  The Education Department has set a deadline against in-service untrained teachers of elementary level to acquire minimum requisite professional qualification by 1st April, 2019, failing which, their services would be discontinued.
In a press statement, Education Secretary Bidol Tayeng informed that Union Minister of Human Resource, Prakash Javadekar informed in a video conference on Wednesday that procedure of dismissal shall be initiated against teachers who failed to meet up with the requisite professional qualification.
The direction has come in the backdrop of recent Parliament passing amendment to the section 23(2) of the RTE Act considering that 11 lakh untrained teachers have not acquired the requisite minimum professional qualification as required under the RTE Act 2009.
The untrained teachers shall train through open and distance learning programme of the National Institute of Open Schooling (NIOS).
The Education Secretary informed that registration of the unqualified untrained teachers on NIOS has already started and would continue till September 15, 2017. The Education Department has written to all deputy commissioners and DDSEs in the state to give wide publicity for acquiring the requisite minimum professional qualification.
He also informed that there are 429 untrained teachers in government schools in Arunachal Pradesh and another 4000 untrained teachers in government aided and private schools.
Tayeng also disclosed that first term course will start from October 3, 2017 and conclude on 18 June, 2018. The second term will start on 25 June, 2018 and conclude on 31st March, 2019. The nodal officer has been appointed to oversee and monitor the progress, he added.


Police arrest drug peddlers, customers
CHANGLANG/ROING, Aug 17: Bordumsa Police arrested one Khememtang Singpho, alias Tangmai Singpho and five people suspected to be his customers.
Based on a tip off,a police team led by SI R K Yein searched the residence of Khememtang Singpho at Wagun-I village on August 14 and found Chow Chungta Intong (41), Zin Mura (32), Chowkham Ong Chowpu (29), Lapha Singpho (42)and Lakhum Singpho (32) taking drugs in the house.
According to a release, the police seized several items from the possession of the house owner, including suspected brown sugar and cash.
In another case, a police team from Changlang Police Station arrested a female drug peddler identified as Anim Zongsam Sharma on August 16 while the police was conducting surprise raids in houses of suspected opium peddlers.
The team seized opium; several bottles of IMFL and paraphernelia used for consumption and preparation of opium.
The raid was conducted under the supervision of Changlang Police Station OC TTangha and SI KTechi.
Further, Namdang Gate Cadet, Loget Tatin arrested one Timhang Halang on the evening of August 16 and found opium from the possession of the alleged accused.
Regular criminal cases have been registered against the arrested and investigations are underway.
At Roing, six people were arrested and drugs seized during a surprise raid conducted by district administration and police in the township area on Thursday.
A team led by DSP, Opir Paron, CO Town Magistrate, Sanjay Taram and Roing Police Station SI, Mogol Koyu arrested six persons from a rented house located at APST Colony and recovered drugs.
On getting input from those arrested, the team further conducted a raid at Mayu-II and nabbed two drug peddlers and apprehended a drug user from their house.
A case No.21/2017 U/S 22(b)/27(a) NDPS Act.1985 has been register in this regard.
CO and Town Magistarte, Sanjay Taram informed that the checking was held with the aim to contain rampant use of drugs and prevent law and order problem in the township.



Police cracks Techi Khoda murder case
BOMDILA, Aug 17: The West Kameng district unit police have made a breakthrough by arresting the accused involved in the murder of student, Techi Khoda.
In a press release, Superintendent of Police, PN Khrimey informed that the police arrested the accused on Sunday last. However, the police have not revealed the identity of the accused and also did not disclose the cause of the murder.
When this daily contacted SP Khrimey for more information, he did not respond to the calls. However, in the release, the SP made an appeal to all sections of people to maintain peace and tranquillity.
Late Khoda was found dead under mysterious circumstances near Durga Mandir in between Sessa and Bhalukpong on August 6 last. His family had filed               a missing report at Bhalukpong Police Station on August 5.


School bus overturns
CHANGLANG, Aug 17: A private school bus carrying eight students overturned after hitting an electric pole near Higher Secondary School, Changlang this morning.
The students received minor injuries in the incident and were rushed to the district hospital for first aid. 'The incident occurred around 8.30 AM when the bus of Holy Rosary School was taking the students enroute the Higher Secondary School where it hit an electric pole and slowly overturned', informed Changlang Police OC Titkam, adding that the police is currently investigating the matter.


Free LPG gas connections provided under PMUY

ITANAGAR, Aug 17: Free LPG gas connections were provided to 10 beneficiaries under the Pradhan Mantri Ujjwala Yojna (PMUY) by Donyi Polo Gas agency on Thursday in a programme held here at Donyi Polo BEd College.
PWD & UD Parliamentary Secretary, Techi Kaso handed over gas connection certificates to the beneficiaries, all of whom were selected based on the socio-economic caste census of 2011.
Speaking on the occasion, Kaso asked field officers to strictly verify the beneficiary list while implementing this scheme. "Proper monitoring should be done so that benefit under PMUY reaches to the needy ones," he said.
Also highlighting on the Swachh Bharat Abhiyan, Kaso called on all to join hands to ensure that these two initiatives succeed.
Representing the Food and Civil Supply Department, Sub-Divisional Food and Civil Supply Officer Itanagar, Yumlam Achung informed that all the beneficiaries under PMUY come from BPL category and have been selected after following the laid down norms.
LPG Field Officer, Syed MM Hussain from Indian Oil Corporation Limited in his address informed that only the poor and needy will get benefits under this scheme.
"We have robust mechanism and chances of those hailing from rich family getting gas connections under PMUY are not possible", said Hussain, adding that "Due to launching of this scheme women today in rural areas do not have to walk miles to collect firewood and also helps to save the environment."
He also took questions from the audiences and clarified their doubts.
Manager of Donyi Polo Gas Agency, Ganesh Pegu dwelt on how they are working to implement the PMUY and asked beneficiaries to contact them for any clarification.
ABK President Kangir Jamoh and leaders of BJP Mahila Morcha were also present on the occasion.


Conduct proper ILP checks: students
ITANAGAR, Aug 17:  Expressing concern over the recent huge influx of illegal migrants in the Capital Complex, the All Nyishi Students' Union (ANSU) has in a representation to the Capital Complex Deputy Commissioner on Thursday appealed to him to direct the authorities to conduct proper checking of Inner Line Permit (ILP) at Hollongi, Gumto and Banderdewa Check gates besides, Naharlagun Railway station.
It also claimed that the unchecked entry of illegal migrants could also result in increase in crimes like robbery and kidnapping in the Capital Complex and appealed to the DC to direct authorities to ensure proper ILP checking at all the check gates and railway station.
The Students' United Movement of All Arunachal (SUMAA) has on Thursday also submitted a memorandum to the Capital Complex Deputy Commissioner, demanding early action to deport illegal migrants from the Capital Complex.
Stating that the lackadaisical attitude of the railway station authority and the police personnel deployed in the entry check gate of Banderdewa, Hollongi and Gumto has resulted in the large influx of illegal migrants, the association appealed to the district administration to ensure strict checking of ILP and immediately deport the illegal migrants within a week.


Truck falls into gorge
ITANAGAR, Aug 17: A truck of PP Transport, which was on its way from Guwahti to Naharlagun fell into the deep gorge near the Shiv Mandir between Itanagar and Naharlagun road at around 4 AM on Thursday.
Itanagar unit police source informed that the truck bearing registration No-AS 01 EC 5191, loaded with goods (furniture, paints, JCB oil and fridge) was heading towards Naharlagun. The accident took place when the driver lost control while negotiating the steep turn. However, the driver escaped with minor injury and is reportedly out of danger.



New district tourist police unit constituted at Tawang
TAWANG, Aug 17: A district tourist police unit was constituted with a helpdesk at Dungyurmani, Old Market on Thursday.
The special unit would work towards providing assistance and guidance to the tourists visiting Tawang and ensure their safety and security. The unit will take legal action on complaints of tourists and will provide assistance with the documentation and reporting formalities, while specially briefed personnel with good communication skills and good local knowledge would be manning the helpdesk.
The Deputy Superintendant of Police, Tawang has been designated as the District Nodal Tourist Police Officer.
The programme was attended by police officers and personnel, along with the District Tourism Officer and Tourism Information Officer.(DIPRO)



Schools in Changlang and Namsai face textbook shortage
ITANAGAR, Aug 17:  A team of the All Arunachal Pradesh Students' Union (AAPSU) which recently visited schools in Changlang and Namsai districts informed the authorities that schools there face shortage of textbooks and teaching-learning aids.
The students' union in a release said that it had earlier informed the district administration about the lack of benches and desks in the schools.
Further, the AAPSU team led by Assistant General Secretary (Protocol), Thomas Jerang, along with other members also donated desks and benches to two schools, namely Government Primary school, Dhonekhona-II and Government Secondary School, Jaipur in Namsai district.



Teachers oppose frequent intervention of orgs in schools
DAPORIJO, Aug 17:  The Arunachal Teachers’ Association (ATA), Upper Subansiri district unit has strongly opposed the frequent intervention and visits of NGOs and pressure groups in the schools during class hours in the name of development.
In a meeting last Sunday, the ATA district unit opposed such visits saying that it adversely affects the school administration and classes from running smoothly. The district teaching fraternity unit urged the authority concerned to discourage such practices of pressure groups and NGOs.
Further, dwelling on roles of teachers, the unit asked its members to be sincere and dedicated in their duty to impart quality education to students. It also asked the teaching fraternity in the district to ensure that syllabus be completed before end of academic session.  
The ATA unit also raised concern over the scarcity of textbooks in government schools and said that it affects students.
Meanwhile, the ATA said that it supported the demands of the APETA regarding the promotion of assistant teacher to junior teacher to both elementary and secondary levels separately as per their merits and qualification from 1992 to 2008 batch.


Children's health camp organized to mark Don Bosco's birthday
ITANAGAR,  Aug 17: The Don Bosco Alumni (DBA), Itanagar unit  along with members of the Salesian fraternity and Childline  Itanagar, in  collaboration with 138 Bn CRPF organized  a health camp for   underprivileged children  to commemorate the 202nd birth anniversary  of Don Bosco here at Don Bosco Youth Centre, Vivek Vihar on Wednesday.
Over 300 children from all sections of society, especially the underprivileged children  turned up for the  camp, which was inaugurated by Second in-Command, 138 Bn CRPF, Anil Kumar.
In his address, Kumar called upon the children to take care of their health while maintaining cleanliness and discipline.  He also assured to do whatever possible from his side to make his men contribute to safety, security and the growth and development of Arunachal Pradesh.
Speaking at the inaugural function, DBA President Jathi Pulu highlighted the love that Don Bosco had for children and young people.  Jathi called upon the DBYC, Childline staff and the Don Bosco fraternity to continue in the path of Don Bosco.  
Earlier, DBA Vice President, Kimey Aya, appreciated the 138 Bn CRPF for constantly supporting DBYC in all its humanitarian activities.
Later in the evening, DBA alumni felicitated Robin Hibu for receiving the President's Special Medal; Taba Yall Nabam for being selected for State Gold Medal for special contribution as an artist and Mrs India winner Dr Mudang Meena.
DBYC children also presented cultural programmes to mark the occasion.



Power dept meets to take stock of activities
ITANAGAR, Aug 17: Power Minister Tamiyo Taga held a meeting of the Power Department to take stock of the developmental activities being undertaken in the state through various funding.
During the meeting, SE (Transmission), H RBado gave a presentation on the comprehensive scheme being undertaken by the Power Grid Corporation of India Limited, which involves construction of transmission lines of 33KV, 132KV and above capacity transmission lines with associated sub-stations.
It was informed that land for some sub-stations are yet to be finalised, with an overall progress of only 25 percent. He said that the progress of the work has been very slow and it is not possible to complete the projects as 30 months out of the targeted 48 months,according to the MoA, has already passed.
Highlighting clauses of the MoA, the official suggested some rectifications in the clauses in the interest of work in the long run. He also informed that the department lacks adequate and trained manpower to handle the existing and the high voltage systems that will be coming up under this scheme.
He also advocated for establishment of test and diagnostic lab/equipment to maintain the system for ensuring uninterrupted power supply.
CEZ Chief Engineer, T Mara highlighted the need for an Electrical Inspector to ensure quality and specifications of the equipment.  
Commissioner Power, Ashish Kundra stressed on meaningful dialogue with the Government of India during the scheduled visit of the Secretary (Power) and other high level officials towards the end of August to make a tripartite agreement involving the state government in the MoA to have legality on the state's part after taking over the projects on its completion.
SE and DDUGJY Nodal Officer, G Lingi gave a presentation on DDUGJY schemes, under which all un-electrified villages are targeted to be electrified by December. The projects are being undertaken through the Power Department for on-grid projects and APEDA through PDCL.  
Representatives from the PDCL presented the details of projects being undertaken through off grid means in which stand-alone solar roof tops are to be provided. As per the execution plan, all the materials will reach at the respective main warehouses and sites by September.  
Naharlagun SE, Rubu Tago gave a presentation on Integrated Power Development Scheme to strengthen sub-transmission and distribution systems and metering. The project has been awarded to the successful bidder recently after rejecting pleas of the aggrieved party by the High Court.  



CM visits world's largest film city
HYDERABAD, Aug 17: Chief Minister Pema Khandu on Thursday visited the Ramoji Film City, the world's largest integrated film studio complex and interacted with Ramoji Rao, head of the Ramoji Group, which owns the Ramoji Film City.
In his brief interaction, the Chief Minister informed Ramoji about the film institute that has opened up in Arunachal.
Ramoji informed the Chief Minister that he is interested to work for the Northeastern states and expressed his interest to work for local dialects. (CMO)



Committee reiterates demands
ITANAGAR, Aug 17: The Lekhi Panchayat Inter State Bus Terminal Transport Welfare Committee (LPISBTTWS) has reiterated its demand for first preference for recruitment to land donors and local citizens of Lekhi village in group C and D posts.
In a four-point memorandum to the APST General Manager, the committee said that land donors for the ISBT and locals should also be given first preference in business activities and civil construction works within the ISBT.
It further said that the committee should be given yearly or monthly lease agreement for supervision of vehicle parking within the ISBT area.



Proposed IAF airmen recruitment rally
ITANAGAR, Aug 17: Wing Commander Aditya Udai Singh of the 11 Airmen Selection Centre, Indian Air Force  has informed that the tentative date for the proposed Air Force Airmen recruitment rally to be held in Itanagar is fixed on November 4 and 5 next.
He said this during a meeting held on Thursday in the chamber of the Deputy Commissioner, Itanagar Capital Complex, Prince Dhawan to discuss regarding the proposed Air Force Airmen recruitment rally. The rally would be held to select candidates for Airmen Group 'X' (Technical) and Group 'Y' (Non-Technical) jobs for the youths of the state.
The Wing Commander sought cooperation of the district administration for organising the rally, to which the DC assured to extend all possible help to the IAF. The DC also assured that maximum publicity would be provided by the district administration so that the message would reach to every individual of the state. He further appealed to the state's youths especially, those unemployed to avail the opportunity to join the Indian Air Force.


Relief materials distributed to Tadin fire victims
AALO, Aug 17:  About 234 blankets, along with various utensils were distributed to the 37 fire-affected families of Tadin village by Ramakrishna Mission, Aalo.The Mission had also distributed stationery items to the 19 students on August 13 last. (DIPRO)


Ensure timely submission of reports to avoid lapse: DC
ITANAGAR, Aug 17:  Convening a coordination meeting among the district heads of departments, newly appointed Deputy Commissioner of Tirap, P N Thungon asked the departments to ensure timely submission of audit reports and utilization certificates to avoid lapse of various schemes under the CM and PM flagship programmes and central sponsored schemes.
The DC asked officers to be punctual and work round the clock and asked all the executing agencies to abide by the government guidelines while implementing the schemes and projects to ensure quality of the work.  
He further directed the branch manager of SBI, Khonsa to complete Aadhaar seeding with bank accounts in stipulated time as linking Aadhaar with bank accounts is essential for implementation of government flagship programmes under various link departments, such as agriculture, horticulture and education under the DBT scheme of the government to curb pilferage in the benefits being facilitated to the common people.



Sidisow inaugurates emporium
BHALUKPONG, Aug 17: Parliamentary Secretary PHE & WS and Thrizino MLA Kumsi Sidisow on Thursday inaugurated the traditional emporium of the Aka (Hrusso) community.
Addressing the gathering, Sidisow said that setting up of the emporium is a good initiative of the Aka (Hrusso) Elite Society (AES),and hoped that it would help the younger generation learn about the rich culture and tradition of the tribe.
The emporium, located opposite the police check gate at Lepang Futtu, a scared and holy place of the community, will be run by the NGO, Mother Jagriti Self Help Group, under the aegis of the AES.
Various cultural ornaments, traditional attires and items of the the Aka (Hrusso) community have been put on display in the emporium.



Co-ordination meeting held
YINGKIONG, Aug 17: A co-ordination meeting was convened by Upper Siang Deputy Commissioner, Duly Kamduk with HoDs at the DC's conference Hall on Thursday to discuss issues regarding implementation of various centrally sponsored schemes, Vision Document 2022, Aadhaar card and biometric installation.
Kamduk enquired about the status of performance of Centrally Sponsored Schemes and timely uploading of MIS.
'Review meeting of the performances shall be taken from time to time with implementing agencies of CSS', he added, and asked the HoDs to install biometric system in their respective offices within the next few months. He also enquired about the Aadhaar card generated in Upper Siang district, to which DSO (Statistics) informed to have completed 67 percent coverage. He further directed the HoDs to submit Vision Document 2022 within a week.

ITANAGAR, Aug 17: Dooying Goolong FC defeated Donggin Yameng FC 3-2 in the league match played as part of the ongoing Itanagar Solung Festival Football Tournament 2017 at DNGC ground on Thursday.
Toko Lego, Omin Panggeng and Kasu Tayeng scored one goal each for the winning team, while Talong Padu and Tanyi Bodung netted one goal each for Donggin Yameng FC.
In the second match, Siang United FC thrashed Doggin Aoo FC 3-1. Obang Yaying, Mithi Saroh and Nong Pangging scored one goal each for the winning team. Lone goal for Doggin Aoo FC was netted by Tajong Nokar.
Earlier on Wednesday, Sisang Angong FC beat Golgi Bote FC 3-1 in a thrilling match. In the second match played between Gabang FC and Solung United FC, the latter thrashed the former by 3-1.


Forum sets fresh deadline for compensation, threatens bandh
ZIRO,  Aug  17: Expressing  dismay over the failure of the  Lower Subansiri district administration to  complete  land acquisition process and  disbursement of compensation for Potin to Bopi Highway-affected  people as per the assessment made in the year 2014-15 under Right of Way (RoW) within August 12,  the All Lower Subansiri Trans-Arunachal Highway Land Affected Peoples Forum (ALSTAHLAPF) has  urged the  administration to complete the process  within  August 23  to avoid  any  agitation.
Earlier, the Forum had submitted a representation to the DC on August 1 in this regard, but the authority failed to respond, said a release.
The Forum also threatened to launch phase wise Lower Subansiri district bandh with first phase 12-hour district bandh on August 24 in case of failure of the administration to pay heed to its demand within the given time.  This would be followed by 24-hour second phase and 36-hour third phase of Lower Subansiri district bandh on August 28 and  31 respectively, the Forum said.


District level workshop on DEDS
ROING, Aug 17: A district level sensitization workshop on Dairy Entrepreneurship Development Scheme (DEDS) was organised by NABARD in the Anchal Samiti Hall in Roing on August 17 to create awareness on DEDS and other government sponsored schemes among the farming fraternity.
Roing ADC Cheshta Yadav urged all participants to come forward and avail benefits of the DED schemes and other government sponsored schemes. She also requested all the bankers to simplify the loan process for hassle-free credit delivery to farmers.
NABARAD DDM, Nitya Mili gave a presentation on DEDS and other government sponsored schemes being implemented through the NABARD. He also highlighted the eligibility criteria and the procedures involved to apply for these schemes.
Besides stakeholder department officials, the workshop was also attended by branch managers of SBI, HDFC, Bank of India, Arunachal Pradesh Rural Bank and Arunachal Pradesh Cooperative Apex Bank Ltd, and members of various SHGs and farmer clubs.



'Bharat Jodo Abhiyaan 2017' observed
PASIGHAT, Aug 17: East Siang unit of Bharatiya Janata Yuva Morcha (BJYM) observed 'Bharat Jodo Abhiyaan 2017' at the BJP office on Thursday under the leadership of BJYM district unit President, Mongol Taga. The programme was attended by BJP General Secretary East Siang Unit Aku Borang and party workers.


College football ground inaugurated

KAMBA, Aug 17: Parliamentary Secretary for Sports and Youth Affairs, Nyamar Karbak on Thursday inaugurated the Turf Football Ground and changing room at Donyi Polo Government College, Kamki in West Siang district.
Funded under the UGC at the cost of Rs 50 lakh, the project was implemented through PWD Yomcha Division. The football ground will cater to the needs of national standard games and sports events.
Speaking on the occasion, Karbak, who is also the local MLA, called upon the students to maintain the newly inaugurated ground properly and make use of the same to keep fit.
"Instead of wasting precious time in unproductive activities you should engage in games and sports to keep yourself fit and stress free," suggested Karbak.
Later, an exhibition match between ADC-XI and HPS-XI was played wherein ADC-XI defeated HPS-XI.


Meeting, workshop on GST
YUPIA/PASIGHAT, Aug 17:  Papum Pare Deputy Commisisoner, Tai Kaye has requested all the concerned officers to put in greater efforts for proper implementation of the Goods and Services Tax (GST).
Addressing concerned officers in a review meeting on GST implementation here on Thursday, the DC asked the Tax and Excise Superintendant to furnish daily reports on functioning of GST. He also stressed that non-performing DDOs would be put to task for defying government instructions.
During the meeting, present status of GST implementation in the district, particularly regarding establishment of GST facilitation centre at the DC's office in Yupia; organization of sensitization meetings with all outpost administrative officers and DDOs and formation of core committee group to monitor and supervise the GST implementation in the district were discussed.
Further, all output administrative officers were asked to furnish list of shopkeepers and contractors and their annual income by August 22.
At Pasighat, a GST awareness workshop was inaugurated on Thursday by East Siang Deputy Commissioner Tamiyo Tatak, who laid  stress on expediting the GST registration in  the district.
The DC said that one tax regime for the entire country will usher in transparency including simplifying tax payment with all processes done online.
The workshop was conducted in two sessions - one for the HoDs, DDOs of government and semi-government agencies and contractors on TDS related GST provisions, and another session for the general GST registered dealers and to impart the information regarding the various activities to be done during this transition period from VAT to GST.
Resource person and Chartered Accountant, Vinay Jain gave a presentation on the various provisions of the GST for the government agencies as well as registered dealers. Jain also highlighted the procedures for registration of DDOs under GST, filing of returns, and deposit of TDS.
Earlier, Superintendent of Tax & Excise, Kingman Komut stressed on the importance of the role of the DDOs of all government and semi-government departments in the collection of TDS on GST.
In response to complaints that prices have risen after GST, he said that there is an anti-profiteering clause in the GST Act, which provides for penalizing businesses which do not pass on the benefits of GST by charging higher prices. Any such undue increase in prices should be reported to the Superintendent of Tax for further action.
The workshop was organized by the Superintendent of Tax & Excise, Pasighat.



Kurung Kumey joins ODF movement
KOLORIANG, Aug 17: The PHE & Water Supply Department Kurung Kumey district observed the week long "Freedom from Open Defecation" (Khule mein sauch se aazadi) programme at all the blocks from August 9 to 15.
The programme is a part of Swachh Bharat Mission (Gramin), a national flagship programme, which aims to make the country Open Defecation Free (ODF) before 2nd October, 2019 by providing sanitary toilets to every household.  
During the period, extensive Information, Education and Communication (IEC) activities and other awareness programmes, like social service involving general public, painting, extempore and essay competitions for school children were organized.
As a part of the programme,a 'Maha Gram Sabha' was conducted on Monday last at Sarli administrative headquarter, where resource person and PHE & WS Sangram Division Executive Engineer, Bamang Tadh informed the public about the SBM (G).
To achieve the target, every identified BPL house hold is provided with an Individual House Hold Latrine (IHHL) at a cost of Rs 12,000 per unit. The scheme further triggered a massive response and demand when the Government of Arunachal Pradesh, considering its genuineness approved to support an additional amount of Rs 8,000 on each unit.
Till date, the district has achieved 76 percent of its total target and the remaining target is scheduled to be achieved by October this year, the EE informed.
Philemon Thomas, the Zilla Swachh Bharat Prerak (ZSBP) highlighted the introduction of twin pit toilets as an alternate technology option, besides stressing on need for more IEC programmes.
Sarli Circle Officer in-charge, Yangfu Tarang appreciated the department for launching such an important programme in a remote place like Sarli and offered his support for successful implementation in the ground.
Further, Sarli Anchal Chairperson Pisa Yaja informed that many of the beneficiaries, particularly those who are old do not have the required documents, like Aadhaar card and bank accounts, which may hinder the release of their incentive through Direct Benefit Transfer (DBT) and requested the department to consider them as special case. Incident of bridge collapse on rise

21 school children along with a teacher suffered injury after an hanging bridge collapsed at Jumuni village under Desali Circle of Lower Dibang Valley district on August 15 morning. This is not for the first time that hanging bridge has collapsed in the state. Such incident even leading to death has taken place in Seppa. Earlier in February this a year suspension bridge collapsed in West Siang district and seriously injured seven people. The repeated incident of bridge collapse is matter of deep concern. Proper investigation should be done to find out the cause of the collapse.

In most cases allegation of poor quality work leading to collapse of bridge has been made by the citizens. But no one is held responsible by the authorities. This has to change and strict action should be taken against officials and contractors if they compromise with the quality of work. Innocent people should not be made to suffer because of the greed of govt officers and contractors. Also its time government conducts a survey to check longevity of all the major bridges of Arunachal. Many of the bridges constructed years ago have out lived their utility and need urgent repairing. The best example is Barapani Bridge in Naharlagun whose condition is deteriorating day by day thereby posing serious threat to life of the capital denizens. Likewise there are several such bridges across state which needs immediate attention of authorities. Before it's too late, government need to intervene and figure out all such bridges and start renovation work at the earliest.

Fear and phobias

Dear Editor,

Generally, we have a very long list of fears ~ of losing what we already have at present, like our lives, our near and dear ones, jobs, savings, properties, health, youth, beauty, fame, reputation and so on. There is another list consists of our fears for the future that we may not be able to achieve in proportion to our ambitions, efforts and expectations. With the advancement of our age, the length of the second list gets shorter and the first one bigger. 

Also, there is a third list that contains our phobias ~ from claustrophobia (morbid dread of close spaces) to agoraphobia (morbid dread of open spaces), from aquaphobia (morbid dread of water) to pyrophobia (morbid dread of fire) and from astraphobia (morbid dread of lighting) to nyctophobia (morbid dread of darkness). It is difficult for us to select just one item as our worst fear. But what we need only to fear is the fear itself because it only makes the matter worse in crisis situations. We must remember what the Mother (spiritual collaborator of Sri Aurobindo) said about fear, ~ “Fear is always a very bad adviser.” We can only manage a crisis by keeping ourselves cool. But how can we overcome fear? How can we control a rapid hammering heartbeat? The Mother said, “You can be entirely free from fear only when you have driven out of you all violence.” 

To drive out violence from within is very difficult for us as we are enamoured of macho qualities. Thanks to B - grade movies and some loud TV channels, we have been brainwashed into thinking that loud talk as well as dhooshoom dhooshoom is a signature of leadership qualities. However, the world is slowly realizing that only cooperation and compassion can take humanity forward. This is the reason why Helen Keller and Stephen Hawking are shining bright in our Who’s Who. This is the reason why many countries have graduated themselves from police states to welfare states.

Is there any exact location of fear? Sri Aurobindo said, “Really speaking, fear is in the vital being. When you have thrown it away from your mind and other parts of your being you can see it still passing through you, below the navel. There is a connection between fear and your intestines.” Interestingly, to have butterflies in someone’s stomach means that someone has a nervous feelings. Indeed, fear causes bowel disorder.

To overcome fear and to become free, we are to realize what Sri Aurobindo had said, “Infinite, we are free from death; for life then becomes a play of our immortal existence. We are free from weakness; for we are the whole sea enjoying the myriad shock of its waves. We are free from grief and pain; for we learn how to harmonise our being with all that touches it and to find in all things action and reaction of the delight of existence.”

The art of chai-pani

Chai-Pani is a well known term and a very relevant culture of our state. It is an art mastered by only one in a crowd of thousand. For the fraction of people who doesn't know the term and often wonders which tea brand or mineral water is costing lakhs of rupees; here is a testimony.

 Sadly and truly in Arunachal, our inglorious Chai-Pani costs lakhs of hard earned common man's money in the name of favour although one is more than deserving enough for a work or job. Higher the pitch investment, higher is the return. Now, one can only guess what or how much money is pitched in the name of Chai-Pani at the higher level by ministers, contractors, engineers, etc. God only knows.

From getting a signature in our STs/PRCs to receiving our hard earned appointment letters; chai-pani is everywhere. One has to comply with it or else, face the oblivion of the concerned.

Chai-Pani is all pervading. And why it shouldn't be. The sorcery of chai-pani is the best way to climb the success ladder. It is the easiest way to get super rich. People don't mind indulging in a bit of chai-pani. For he who masters the art of chai-pani, masters all.

In Arunachal, every job has a price tag just like the items displayed at showroom. But in showrooms, the price can fluctuate as at times there are discounts, but price tag of jobs are ever on the rise. These ever rising, demanding jobs are all of the lower level posts. For those of upper level and the rest, common citizen will never know. Here, meritocracy, qualifications, experience do not matter much. Money speaks and it knows no discrimination/distinction.

Common folks say that as long as there is rich in Arunachal, this culture will not stop. But again, knowledgeable people say that somewhere along the line; we the people are to be blamed for such rampant practice of Chai-Pani. But all fingers are still pointed towards a class of citizens who are haves. They say, the Babu's or officers are not always to be blamed for. Maybe, people themselves are indulging and boosting such immoral practice.

There's many explanations but here is two typical prototypes:

That in a bank/police station/offices because our officers, contractors or haves who know the value of their time: because they don't want to be in queue with the common folks; they give tips or incentives to the concerned person of so and so bank, office or PS, so that their papers or complaints or files are processed at the earliest without further delay. And our respected concerned receives the token with a mischievous smile and automatically complies, thereby eluding others who have their works pending since months.

That, lastly but the crux, somewhere along the employment queue, there are some well to do people, who, because they think that their children was so much molly-coddled from the start; that their child will not be able to compete with others; because they are used of getting everything they ever wanted; therefore in every recruitment they do the talk through money even though their cash exceeds the required sum for Chai-Pani. Here our Babu's are left helpless; their mouths are sealed and choked by the cash these people provides. For who doesn't want money, money inspires confidence; money takes one above religion. Money is honey.

And not to mention nepotism and favouritism.For who does not indulge in a bit of both evils. And who would not, afterall we are humans. There is no man who does not help his family or his close friends. And as long as human relations exists; the above said evil will not diminish, instead would thrive.

Truly, our chai-pani culture has looted so much of our money earned by the sweat of our brows. It has been the cause of so much pain and misery to many dedicated aspirants and parents. That for a time people had lost all hope in the system. But now it seems that HOPE is starting to blossom again slowly but surely enough.

It's really a gloomy world for Have-Nots. One can only hope and pray. But amidst all the pessimistic atmosphere, our Honourable CM surprises us every now and then with a glimpse of cloud no. 9. Just few days ago his cabinet has scrapped the interview for recruitment to lower level posts. In plain words, our PK has put a full stop or an exclamation mark to the Chai-Pani culture in recruitment process. Well, its a welcome step. It is a succour for underdogs or the common man and many thousand thousands hopes are built upon it.

The chai-pani phenomenon is a very exhaustive and multi-faceted subject. The above elaboration is just a rough sketch and a miniscule fraction of the main body. It would take a scholarly research to completely understand the various naunces, subtleties and to completely unveil it in its full glory.

For a time being, Chai-pani had become so bullying and overpowering that it was unstopable. Chai-pani is the antecedent and the mother of all corruption. So much misery and havoc it has catalyzed. Infact, if it weren't for Chai-Pani, the word 'corruption' and it's connotation could have been obsolete.

One would take the recent decision as a gift from CM and his team to the people of Arunachal on the auspicious occasion of 71st Independence Day celebration. Kudos to honourable CM for such a people centric initiative in scrapping the interview in recruitment to lower level posts. On a concluding note, it is felt that government should also monitor all the departments so that the recent cabinet decision is strictly adhered.
